When should you use fertilizer in your flower garden?

I am a beginning gardner and just planted flowers in my flower bed. I mixed the dirt in the flower bed with bagged soil that contained fertilizer. Some of the flowers said on the tag to use a fertilizer treatment after planting them but should I not do it because the soil has fertilizer in it? Should I wait awhile? Any advice would be appreciated! I have no idea what I'm doing.
