Will a Core 2 Quad @ 2.4 Ghz (Q6600) bottleneck an ATI 6850 when playing GTA4?

Core 2 Quad won't bottleneck any GPU really. How many frames per second you sacrifice by having an older processor depends on how processor intensive your game is, and not many of them are all that bad.
