Why isn't my strawberry plant producing fruit?

Hi I have two strawberry plants but they are both acting very different. I live in Phoenix, Arizona so it gets hot in the summer. I wasn't sure where my strawberries would do better at so I planted one on the East side of my house and one on the West side. The one on the East side is growing very well and it's getting very big but it hasn't produced any fruit. The one on the West side is staying very small but has produced a good quantity of fruit already. I have no idea what to do so I need some help please. Why are these plants acting so differently? I'm thinking it's either the difference in sun light or there isn't enough fertilizer but I don't know.
