How can I get my beagle to stop defecating on my couch and carpet?

I have a female beagle that I brought inside because she was pregnant and it has been extremely cold outside, and now she has had the pup, who is now 3 weeks out, and I am leaving them inside because I don't feel like putting them outside is a good idea right now. But she has this really bad problem of defecating on my couch, and on the carpets. I have tried putting newspapers out for her to use the bathroom on, but she never does, and she even tore the ones I had on the couch to pieces and proceeded to defecate on the couch still. I refuse to be mean to her, I am not going to punish her for it. She knows I can't stand it when she does it, and she often senses my frustration, whenever I go to get something to clean it up with, she tucks her tail in between her legs and runs. I don't know what to do with her, and her BMs stink worse than any other dog I have had, and I have stepped in dog crap so many times, it is becoming harder and harder for me not to get pissed off.
