CG: Do I have to fill out a chit to get a rose tattoo on my leg?

I want to get a rose tattoo on my leg with my wedding date. Do I HAVE to fill out a chit since it doesnt violate the policy? It is not gang related or racist and no one will ever see it unless im in my PT gear working out after liberty. I'm already active duty and I've read the policy so leaving a link doesnt answer my question. I'm asking people who are in or were in the Coast Guard recently, I know a few BMs and and AMT who said to just get it but I work at a sector with a lot of officers and don't wanna tick anyone off since Im just a SN.
